Warmongering penalty civ 6

If some other Civ declares war on you, they get a warmongering penalty. You can destroy their army, pillage all their lands, enslave their builders, and surround their capital without penalty. But, if you occupy their cities, you get a massive warmongering penalty. Every Civ wants to protect their capital. .

Declare War you don't get a penalty with that Civ but you get more warmongering because of surprise war, which hurts your relationship with everybody, including the Civ you declared war to. EDIT: When I say grudge I refer to a very long term "because of something that happened in the past" grudge like Civ 6's warmongering penalty.
