While I think the Kiyo is very decent, I'm not sure I'd recommend it for Star Citizen yet.The webcams they used last year at citizen con were 60 FPS Logitech webcams IIRC, though they needed a pretty decent light setup for the 60 FPS to work, which is one major reasoon there were fairly bright lamps set up on the PCs used for the FOIP stuff at CitizenCon.

I know you can set which apps have permission to your camera. Make sure allow apps can access your camera, and set camera to on. Try turning off other things (you mentioned Windows Mixed Reality, you can turn that off) Any third party software can also block your camera.
